Community Overview

Welcome to the Hope Way Apartments project in Penryn, California. This innovative development is part of Placer County’s ongoing initiative to expand affordable housing opportunities to meet the growing demand for safe and attainable housing in our region.


Developed by a partnership comprised of Housing Trust Placer, Inc. a local nonprofit and USA Properties Fund, Inc. a local affordable housing developer based in Roseville, CA. The Hope Way community will provide high-quality affordable rental homes with modern amenities and recreational spaces.

Create 240 affordable, energy-efficient rental homes to serve qualified individuals and households in need of affordable housing opportunities.

Families, seniors, and individuals who qualify for affordable housing programs with incomes up to 70% of AMI (Area Median Income).

240 Residential Units

Two phases containing a total of twelve three-story buildings with a mix of one, two, three, and four-bedroom apartments, all designed with functionality and comfort in mind. Each apartment unit will have a full kitchen, dining area, living space, bedroom(s), bathroom(s), and indoor storage. Forty percent of the units (96 units) include outdoor porches or decks with an outdoor storage room. Community amenities include two 3,453+ sf one-story clubhouse/recreation centers with outdoor social and recreation spaces on each side of the site south of the clubhouses.

Community Design

  • • Architectural Style
    Contemporary Farmhouse style, featuring strong forms with alternating building materials, including stucco, wood, cementitious horizontal siding, vertical board and batten, and wood trim. Multiple building materials create shadowing and depth.
  • • Energy Efficiency:
    Homes will be built with high energy efficiency standards in mind, reducing both environmental impact and utility costs for residents.
  • • Green Building Features
    Solar panels, high-efficiency HVAC systems, and sustainable building materials.
  • • Landscaping and Pedestrian Connectivity
    The community will add a 21 to 36-foot landscape corridor on the west side of Penryn Road. The landscape corridor will include an 8-foot sidewalk adjacent to Penryn Road that will provide north-south pedestrian connectivity. A five-foot Class II bikeway will be constructed on the west side of Penryn Road.
  • • Zoning
    The 11.4-acre site is zoned Residential Multifamily 30, combining Design Corridor (RM30-Dc).  Rental apartments are a permitted use in the RM30-Dc zone.
  • • Community Amenities
    Resident services for Hope Way will be provided by LifeSteps, whose mission it is to provide effective educational and supportive services to build resilient communities Welcome to LifeSTEPS - Resident Services Provider
