Affordable Housing Development in Placer County breaks ground!
Placer County First-Time Homebuyer Assistance Program
This Program supports affordable homeownership by providing assistance that helps reduce the amount financed through a first mortgage, which can lower monthly housing costs for eligible buyers.

Important Long-Term Program Conditions

The Program loan does not require monthly payments during the term of ownership and is generally repaid later when the home is sold, transferred, refinanced, or when the loan term ends. In return, resale restrictions apply during the affordability period so that if the home is sold, the resale price follows a program formula that allows limited appreciation while helping preserve affordability for another income-qualified buyer in the future.

Assistance includes:
  • 15-year recorded resale restriction for HOME & CDBG
  • 30-year recorded resale restriction for PLHA
  • Home must remain owner-occupied
  • Resale price is limited during affordability period
If sold during the restriction period, resale price is limited to the lower of:
  • Original purchase price adjusted by HUD median income increases
  • OR
  • Current fair market value
Note: Failure to occupy the home as your primary residence may trigger immediate repayment.
Eligible Properties
Eligible homes must:
  • Be located in unincorporated Placer County
  • Contain at least two bedrooms
  • Pass inspection
  • Meet health and safety standards
Property types:
  • Single-family homes
  • Condominiums & Townhomes
  • Manufactured homes on permanent foundations (subject to review)
Eligible areas include:

Meadow Vista, Applegate, Weimar, Foresthill, Tahoe City, North Auburn, Kings Beach, Carnelian Bay, Homewood, Tahoma and Dollar Point.

Property Restrictions
A home is not eligible if:
  • Located within City limits (most areas in Roseville, Rocklin, Lincoln and Auburn are NOT eligible)
  • Tenant displacement would occur
  • Property is tenant occupied (unless tenant is purchasing)
  • 90-day notice requirements are not met
  • Single-family home has in-ground pool or spa under PLHA funding
Important Note:

Homes in flood zones require flood insurance.

Extensions may be considered if progress toward purchase is demonstrated.

Before You Make an Offer

Before submitting an offer, please contact the Program so we can review the property for eligibility and provide the forms that need to be completed by the seller as part of your offer package.

Your purchase contract must remain contingent upon:
Final income verification
Property approval
County inspection
Final loan approval

Application Process

Follow these steps to apply for the First-Time Homebuyer Assistance Program and move closer to making your homeownership dream a reality.

Submit Interest Form

Complete and submit the Program Interest Form to let us know you are interested in participating.

Attend a Workshop

You may be invited to attend a workshop based on your purchase readiness and anticipated timeline.

Meet a Loan Officer

Obtain a mortgage pre-approval from a loan officer familiar with and approved to work with the Program.

Pre-Qual Application

Submit your Program pre-qualification application along with your mortgage pre-approval letter.

Shop for a Home

Begin shopping, share required Program documents with the seller, and enter into a purchase contract.

Final Application

Provide final application, updated financial documents, and all required documents from realtor and lender.

Inspection & Closing

Participate in the property inspection, final approval, and closing process with the County, lender, and seller.
